Registration & Publication Policies

Author Registration

All accepted papers must be supported by a valid author registration to be eligible for inclusion in the proceedings and submission to IEEE Xplore. At least one author of each accepted paper is required to register under the Active Publishing Attendee (APA) category by the specified author registration deadline. Each full APA registration covers one paper only. Authors who wish to include additional papers under the same registration may do so by paying an additional paper fee, although the conference may require separate full registrations depending on capacity and compliance considerations.

Presentation Requirement

Presentation of accepted work is a strict requirement for publication. All papers must be presented in order to be included in the official proceedings submitted to IEEE Xplore. Authors registered under the APA category are expected to present their work in person at the conference venue, while those registered under the Paper Publication Only (PPO) category must complete a virtual presentation, either live or via an approved pre-recorded format that meets the conference’s quality standards. Failure to present a paper will result in its automatic removal from the proceedings and exclusion from submission to IEEE Xplore.

No-show = Exclusion + No Refund

The conference enforces a strict no-show policy to ensure academic integrity and compliance with IEEE requirements. Any paper that is not presented as scheduled will be classified as a no-show and will not be included in the final proceedings or submitted for indexing. No refunds will be issued in such cases. This policy applies regardless of the reason for absence, underscoring the importance of arranging an alternative presenter if necessary.

Adherence to IEEE Guidelines

All final manuscripts must adhere to IEEE formatting and submission standards. Authors are required to prepare their camera-ready papers in compliance with IEEE guidelines. Submissions must pass plagiarism detection checks and be submitted by the designated camera-ready deadline. Papers that fail to meet formatting, quality, or ethical standards will be excluded from the proceedings.


Inclusion of papers in IEEE Xplore remains subject to final approval by IEEE. While the conference adheres to IEEE standards and submission processes, indexing is contingent upon meeting all technical, quality, and scope requirements by IEEE. Authors should be aware that acceptance to the conference does not automatically guarantee inclusion in IEEE Xplore.


All submissions must comply with established academic and ethical standards. Authors are expected to submit original, unpublished work that is not under consideration elsewhere. The conference follows IEEE’s publication ethics guidelines, and any violations, including plagiarism or duplicate submissions, will result in rejection or removal from the proceedings.

Registration Categories

Each registration category carries specific entitlements and limitations. The PPO category allows authors to submit and publish a paper contingent upon successful virtual presentation but does not grant access to conference sessions or networking events. The APA category provides full conference access, including sessions and networking opportunities, in addition to publication eligibility through in-person presentation. The General Attendee Only (GAO) category is intended for participants who wish to attend sessions and events without submitting a paper and does not include publication rights. The Speaker or Program Chair (SPC) category applies to invited contributors such as keynote speakers and track chairs, who receive full access to the conference; however, if they wish to publish a paper, they must comply with the same registration and presentation requirements as APA authors. Substitutional Arrangements

In cases where a registered author is unable to attend, the conference permits substitution arrangements. A co-author may present the paper without additional cost, or an alternative presenter may be approved by the program committee, provided that such arrangements are made in advance of the conference. This ensures that all accepted papers are properly represented and remain eligible for publication.

Cancellations and Refunds

The conference maintains a structured refund and cancellation policy. Registrations cancelled before the early registration deadline are eligible for a full refund minus an administrative fee. Cancellations made after this period but before a specified cutoff date may receive a partial refund, while cancellations made close to the conference date are generally non-refundable. Exceptions may be considered in cases such as visa rejection, subject to appropriate documentation.
